For graduate trainee positions, the application procedure is online. For almost all the posts, they release a detailed advertisement on the careers page of their official website. Selection process:

IOCL recruits mostly through written test followed by an interview. You should carry your online application form, call letters, along with other self-attested Xerox copies of supporting documents to the venue. On successfully clearing the written test, candidates would be called to attend a face to face interview.

For graduate trainee positions, recruitment happens through GATE. Candidates should apply for the posts before the GATE test. Based on their GATE rank, applicants are called to attend the interview. On successfully clearing the interview, they would be offered a job. These positions are highly competitive.
